The story begins with a radical city experiment: the police department throws open its doors with a new policy that anyone can enroll, regardless of smarts, shape, or skill. The result? At the heart of this group is Carey Mahoney (Steve Guttenberg), a streetwise slacker whose charm and quick wit land him in the academy as an alternative to jail. What starts as a punishment soon turns into the wildest ride of his life.

Surrounding Mahoney is a lineup of unforgettable recruits: Hightower (Bubba Smith), the gentle giant whose towering frame hides a surprisingly soft heart; Jones (Michael Winslow), the human sound machine whose uncanny effects provide both comic relief and unexpected tactical advantages; and Karen Thompson (Kim Cattrall), the glamorous cadet who brings brains, beauty, and heart to the team.
